The Guardian has highlighted how the government is classing jobs that already exist as new Apprenticeships. It's a good piece of journalism but this has been going on for decades. Companies can get funding for jobs that would be there anyway.
It's being exacerbated now as all Apprenticeships have to employed-status. Can't the government work out how people are going to fiddle the system? Or, more realistically, they don't care as long as the figures make them look good. Here's the full article:
