School don't exclude kids without good reason. It costs them money to do it, so why would they?
Any kid excluded from school has shown one or more of a range of poor behaviour that spoils education for the majority. Teacher's time is disproportionally taken up by these kids so a few chucked out is a small price to pay. They don't want to be there anyway so why not send them back to their feckless parents.
Called these exclusions 'unlawful' is once again turning schools into social work centres, trying to right the wrongs of poor parenting.
